Government aviation and military programs pose unique obstacles when it comes to recycling IT equipment. Here’s a summary of these challenges:

Data Centers

Gone are the days when maintaining data centers was crucial to the operation of the U.S. federal government. Previously, electronic information was stored in data centers and it usually occupied a building floor or even the entire structure. The Department of Defense managed 3,000 to 6,000, owning more than half of the 10,584 data centers recorded in 2016.

Maintaining and managing data centers proved to be extremely expensive. From facilities, labor, hardware, software to electricity cost hundreds of millions were allotted just to keep the entire operation running. The Department of Defense was also labeled the largest US energy consumer in 2013 because of this.

 

Enter cloud computing, a relatively new technology that removes the need to have large-scale data centers. The majority of government offices have stopped data center operations in favor of cloud-based technology. Per the Government Accountability Office, 4,300 centers were shut down in 2015.

The biggest question now is: what happens to all the electronic hardware left by these centers? They need to either be recycled or destroyed while also making sure the volumes of data stored will be securely erased as well. 

Decommissioned Aircraft

The government and military’s problem on how to dispose of surplus military aircraft goes way back to the post-World War II era. The U.S. manufactured around 300,000 aircraft during war time and since the war has concluded, half of it is now considered surplus and even exceeds the peacetime defense requirements. These surplus aircraft are sent to the “boneyards” where they either get disassembled for spare parts and usable components or stored for possible use in the future.

A retired aircraft is disassembled for its engine components, cockpit electronics, and other hardware to be recycled and salvaged. Meanwhile, its external components like the body are melted down. Aluminum is then extracted to be used as ingots or for subsequent utilization.

Navigation Systems

Enhanced precision is key to every military operation for its efficiency. The U.S. military is actively starting to use smart bombs with advanced optics, switching to laser-guided rockets for different vehicles like drones, tanks, helicopters, and planes. The Navy embraced an upgrade known as the Advanced Precision Kill Weapon system in May 2019. As fighter jets and bombers continuously upgrade their guidance systems and electronics, the older systems for deploying weapons become outdated and no longer useful.
